Verse 41 concluded. Enjoining the good and forbidding the evil is an essential function of government. A value can be’ munkar‘ (reprehensible) without being sinful itself. This also falls within what must be forbidden. For e.g. lowering the standard of Muslim business practices. ‘Nahaw‘ (prohibition) has a stronger sense than mere prevention. Verse 41 is not addressing the citizen’s role, rather the government’s role (i.e. a Muslim government).
